Rich, it is interesting about petitioning at post offices. Mostly up to local postmaster, but there is some really wild court rulings on post offices. One important factor is the shape of the sidewalk going into the post office. I forget the exact wording, but if the sidewalk serves just the post office, then it is off limits, but if it does something else, it isn't. I personally do not see the difference, but it is just part of the continuing government effort to curb free speech. And it doesn't matter really what your constitutional rights are, local officials don't want it, and they always think they have the final word. The end result is, if you are going to be an effective petitioner, you need to know the law, and also be prepared to face down local officials, or even spend a cosey night in jail. But if it comes to jail, whatever you do, avoid getting arrested a Friday afternoon or weekend, as you will be stuck in the slammer until Monday afternoon if they haul you in.
