[Lnc-business] Email Ballot 2016-01: Riot Fest

I understand the desire from CO to spend less if possible, but the LNC also
has competing interests for its limited resources. Cash, sometimes more-so
than budget, is often the big driver of spending decisions, as budget often
exceeds cash. If we don't spend cash on this budget item, we have more
cash left over for ballot access drive overruns and defending challenges.
If CO looked at their budget and decided they'd put in up to $800, then I
don't think the LNC should be asked to pay more than the difference between
that and the $1100 total. Isn't asking for extra beyond the $200-300
essentially a subsidy for the state party to back-fund their other efforts?
Just because there are political overtones to the event, that doesn't
necessarily mean that the attendees are likely voters. Maybe they are, but
maybe they're not. I don't know.
Yes, growing the base is always desired, but especially this year, I think
we'll get the most bang for our buck by targeting likely voters who won't
vote for Hillary or Trump. Are those the people at Riot Fest? I don't
know. Are attendees there to talk politics or to party? I don't know.
