Per discussion with Caryn, I withdraw my suggested philosophical addition. I will vote in favor of Starchild’s original stronger version without my suggested addition.

I have reviewed the original and stronger language versions and will vote in favor of the stronger version which does an excellent job of getting to the heart of the matter, specifically what prompted the motion, and includes the necessary precisely detailed language.
I would suggest adding the following if appropriate after wordsmithing, although this is more of a philosophical statement reflecting my personal perspective on the matter:
Whereas: We affirm not only the right of all citizens to own and bear arms but also the need to stop abdicating our responsibility to protect ourselves to the government which the government can then use against us. Further, a well-armed citizenry is the best deterrent to both internal and external aggression and, rather than increasing the risk of violence, it would save many lives. [This is off the cuff - significant wordsmithing needed]

Thanks Caryn. I am reviewing the stronger version as we speak and am leaning toward supporting the stronger version. I have not heard any justification for not going with the stronger version other than some will not vote in favor of it. I am willing to listen any justification.
