[Lnc-business] Motion to Amend the Ballot Access Budget

As a matter of practice, we do not handle the budget for ballot access
within the committee. There is no money being allocated; only strategic
planning. Whether that's right or wrong, that's what's happening on
those calls. 

As to why the budget needs to be increased, I believe it's simply a
matter of "best case" versus "expected" versus "worse case" planning,
where the increase was leaning a bit too far toward the "best case"
scenario. 

There's a monstrous amount of information required as a committee report
to the full LNC at the next LNC meeting. I plan on working with the
committee, LP National staff, the Johnson campaign, and various state
chairs and state access drive directors to create a full after-action
report, complete with recommendations for improvement.
