[Lnc-business] Outreach to Log Cabin Republicans

The LNC gives directions; it, in general, doesn't carry them out.  In most
organizations, if a board direction is not followed, the person involved
will be approached privately to find out if they are following it, or
what's going on.  Sometimes it turns out that too much was loaded onto a
person; sometimes it turns out that a direction just isn't being followed
for whatever reason, sometimes it turns out it was followed and there
simply wasn't a report about it.

In this case, though, we have a motion that doesn't give any particular
direction.  It just expresses the sense of the LNC that the Chair should do
something.  If I were the Chair, and  I had a different sense, I'd probably
follow my sense.  On the other hand, if the LNC had directed some action of
me, I'd probably do as directed.

I don't know if the individuals involved were approached privately, but I'd
suggest starting there if not.  If that doesn't resolve the follow-up
issue, I'd suggest bringing it back to the board with a specific action in
mind, such as turning this into a directive.

Finally, I'd suggest that, in the future, motions of this sort be
directives, and give a date on which the directed individual is to report.
More generally, I'd suggest the board consider higher-level strategic
actions in place of such specific directives, but when the need to be
specific is felt, that it be clearly expressed.
