[Lnc-business] Draft Budget

I think my colleague raises an important point, not just here, but for many
things we do.  We routinely are cautious about things we don't need to be,
in my opinion, but not so cautious about things that should be sensitive.
We've handled items that could reasonably be considered sensitive personnel
matters in open session - largely because, of course, the Policy Manual
prohibits us from conducting business in executive session.  On the other
hand, we're careful about public information, such as salary.

That said, in this instance, I would not want to take on the task of
threading the needle between pay (publicly available) and contract
provisions (sensitive and private).

Finally, I'd observe that my question, about the interaction between items
in the Policy Manual and the budget process, are entirely non-specific and
do not touch on any sensitive personnel matters.
