[Lnc-business] Empowered Future Committee update

I don't really see any room for controversy on this point. The committee
was asked to gather bids. It will be up to the LNC if we wish to accept
one of those bids, do nothing, or choose to work internally, or some
combination of the above. The LNC voted only to let this very early stage
move forward - and, as was discussed at the meeting, nothing that we
authorized actually needed our authorization. Somes and Sharpe could have
gotten the information and come to us with it; they chose to consult with
us first, as Mr. Sharpe explained, to determine a baseline level of
interest. (Interestingly, they are also asked to report on or before my
birthday.)
If, hypothetically, we accepted a bid and moved forward, what we'd get is a
report. Naturally, as you point out, any action based on that report would
need its own authorization. (At least, that which falls in the LNC's scope
would, which includes anything where we are directing, as a matter of
policy, that things be done in a certain way.)
Regarding the APRC: as currently constituted, the APRC would not be asked
to consider messaging recommendations. As I've pointed out many times, the
APRC doesn't deal with such concerns - it deals with messages and
communications on a "one at a time" basis, and approves them (or not) based
on conforming with bylaws, policy, and not advocating moving public policy
in a direction different from that of the platform. It also may reject
communications that portray the party in a negative light. As an example
of what the APRC does not do: there was a motion made last term to direct
that communications portray our candidates as legitimate seekers of public
office, not as spoilers (it failed) (I am not sure if my summary matches
the wording precisely). That motion didn't conflict with the APRC's role
because that's not the sort of thing the APRC does. If it had been
adopted, though, the APRC would have responded by rejecting any proposed
communications that conflict with that direction. The LNC, of course,
could tell the APRC to do other things by amending the policy manual.
On the other hand, I suggested, prior to the last LNC meeting, forming a
committee to do what you suggest - make recommendations to the LNC. I
removed the item from the agenda, however.
