I am suggesting deletion of that sentence in Line 1 as then things would
default to normal budgeting.

I think I see where Daniel thought transparency was back-doored.  Ken
authored that portion and was not a supporter of my prior motion so I can
assure everyone that was not the intent. I suggested a change to that to
cure that.
