[Lnc-business] EFC Update and Extension

We did not vote on a messaging committee and this is precisely what I
objected to immediately after the meeting.  This is completely improper,

I'm not going to rehash my prior extensive objections but will save them
for actual debate.

This was a committee to obtain bids and make recommendations (implied
scope)- nothing more.
