[Lnc-business] Email Ballot 2017-02: Historic Preservation Committee

I think I made clear, but just in case I didn't, that this wasn't an
accusation. In fact, I'm probably going to vote for this motion. I just
don't want to pass it without this point coming up, for fear it becomes a
pattern in other cases.
