[Lnc-business] Draft #2 - Outreach Committee Proposal

Hey Everyone,

 I took the feedback from my original draft and now have a new draft for more feedback. The changes include smaller # of members, clearer purpose, removed power to designate representatives of the party and instead make recommendations to the LNC and some other changes for clarity and detail.

Look forward to hearing the feedback on this draft so I can continue fine tuning this idea when convenient.

Motion: The formation of an ad-hoc "Outreach Committee"

Purpose: To identify market segments (issue based, organizations, etc.) that may be open to building a relationship with the party (examples: “homeschoolers”, “Food Truck Operators”). After identifying target segments the committee seeks to identify experts within the party to be assigned as "Outreach Coordinator" to be facilitator for outreach to target segment to create relationships that state affiliates and candidates can take advantage of.

Structure: The committee will have 7 seats to be filled by 4 Non-Members of the LNC to be appointed by the LNC. There will also be An additional 3 seats that can be filled by LNC members appointed by the LNC. The committee will elect a Chair, Vice Chair, and Secretary. If any member misses two consecutive meetings then the LNC reappoint them or someone else to the now vacant spot at the next meeting the next LNC meeting.

Job Descriptions:

Chair: Will run meetings at least once a quarter and give other members at least 14 days notice prior to such meetings. Quorum requires 60% of current committee members to be at the meeting.

Vice Chair: Will run meetings in absence of the chair.

Secretary: Maintain minutes of meetings and deliver them to the LNC Secretary no later than 14 days of the meeting. If the minutes are late or not submitted two consecutive meetings a new election of the secretary shall occur.

Committee Actions: The committee has two main actions it will vote on which require a minimum 60% vote of members attending the meeting.

- Voting to affirm or rescind a target segment and begin the process of identifying an internal party member segment expert as "Outreach coordinator”

- Voting to recommend designating or rescinding designation of “outreach Coordinator” of a target segment. If the LNC Chair decides to add this item to their agenda it must pass with a simple majority.

Outreach Coordinators: Ambassadors must submit reports of their activities to the committee prior to each meeting called by the chair. If they need funds to for any activity they submit a written request detailing amount and use of funds to the LNC which the LNC Chair can at their discretion add to the Agenda.
