[Lnc-business] Region 1 re-formation

I have signed agreements now for states totalling over 10% and expect
Washington's this weekend.  I am pleased to announce that previously
region-less states of Oregon and New Mexico have joined.  It has been my
goal over the past two years for prove the value of good representation and
will assist my successor in any way possible to keep Region 1 with this
renewed focus and standards.
