[Lnc-business] Region 1 on Judicial Committee

I have spoken with the majority of Region 1 Chairs and the general 
consensus is that we recognize the top 7 from the ballots cast. They 
would still like to get the breakdown by states in the At Large and 
Judicial Committee elections, whenever that can be made available.

I look forward to the discussion in Phoenix so we can work to start 
addressing some of the problems we have been facing with the elections 
going forward.
