[Lnc-business] Budget/EC role question

Now that I have been through my first budget on the EC (and third on the
LNC), I have a question on the initial review by the EC.  Is it the role of
the EC to simply present the requested numbers or should some of that
balancing been done ahead of time there, or some hybrid of the two?
