[Lnc-business] Call for electronic meeting

Policy manual 1.02(7)(l) indicates that electronic meetings are
"special meetings."  The attendance provisions of Article 7, Section 6
of the bylaws refers to "regular sessions."

My reading of the two sections together leads me to answer your
inquiries as (1) no and (2) yes.
