[Lnc-business] Super Regions?

I have served as an Alternate in a double-sized region. The logistics 
are fairly easy and set by an agreement within the region. Our agreement 
was that the large state selected both Region Reps, our small state 
selected the first Alternate, and I was elected the second Alternate by 
a caucus both states' delegation. So, if one Region Rep was missing, the 
first Alternate could vote. If both Region Reps weren't at the table, or 
if one was and the first Alternate was not, then I could vote.

I have also seen double-sized regions where each Alternate was the first 
backup for a particular Rep for the region.
