[Lnc-business] Connecticut Ballot Access Status/Update/Formal Request for Aid

Connecticut might be unique in its ballot access rules.  Retention is low
(1%), but is only for the specific office sought.  The exception is
reaching 20% for Governor, which gives major party status and thus carries
all offices.  On the initial petitioning side, though, you can combine any
candidates who will appear on the same ballot on the same petition, so all
statewide candidates can be put together.

In the past, my impression is that we've handled a request like this one as
a ballot access issue, not a candidate support issue.  Has that changed
with the adoption of the candidate support guidelines?  Do these requests
now fall under those guidelines?

I would note that the LPCT is doing many of the things I was frustrated, in
the past, were not getting done.  I would ask that the EC consider this
request and give it careful thought.  This petition drive, from the
outside, seems well-managed, with effective goals, and a plan for early
completion to avoid last-minute panics and overruns.
