Starchild, yes it could affect quorum. More importantly it could cause a
voting advantage not shared by other members. I had originally ruled that
he could not occupy two seats due to that reason and was over-ruled on
appeal by the Committee but that doesn't mean the voting advantage is not
there (it is), it is just decided by the Committee that it is allowed.
What do I mean by voting advantage since it isn't always apparently
obvious? Well it really could only happen in email votes.

Robson has voted N for CA and Starr has yet to vote. He can choose to vote
as CA and change that vote to a yes causing the yes's to win or he can vote
as LNC primary as no and cause the no's to win. No one else can do that by
picking a different seat. And Mr. Starr has the right to change which seat
he is voting in mid-vote on an email ballot.
While the Committee has determined there is no disqualification, Bylaws, or
Rules issues to say there is therefore no issue or no confusion is not
accurate. If the appointing bodies are okay with this, that is their
prerogative. I had thought this resolved itself when Mr. Miron resigned,
but apparently it has not.

Robson has voted N for CA and Starr has yet to vote. He can choose to
vote as CA and change that vote to a yes causing the yes's to win or he
can vote as LNC primary as no and cause the no's to win. No one else
can do that by picking a different seat. And Mr. Starr has the right
to change which seat he is voting in mid-vote on an email ballot.
While the Committee has determined there is no disqualification,
Bylaws, or Rules issues to say there is therefore no issue or no
confusion is not accurate. If the appointing bodies are okay with
this, that is their prerogative. I had thought this resolved itself
when Mr. Miron resigned, but apparently it has not.

It seems to me that one person occupying two seats on a
committee could potentially make such calculations even more
confusing than they already can be. Maybe not for those who are
great at remembering Bylaws and Roberts' Rules and Policy Manual
provisions and knowing when the basis for a particular calculation
is the number of representatives present, when it is the number of
actual bodies present and so on, but for the rest of us.
Also, if one person occupying two seats simultaneously is
okay, would one person occupying three seats also be okay? Multiple
individuals occupying multiple seats could really start to eat into
the number of actual people serving on a committee, making it
effectively smaller than originally intended.
Regarding the issue Joshua raises, it seems simple to me to
just have a rule (or even just use common sense) that if a person is
already serving on a committee, s/he is ineligible to be appointed
to that committee. If a person has been appointed by the LNC and
then a state affiliate decides to appoint them, or vice-versa, they
would still always have the option of resigning their previous
appointment and accepting the new one.
