[Lnc-business] Proposed motion for candidate funding

	I checked out both candidates' websites. 

	Craig Bowden's is commendable for identifying the candidate upfront as a Libertarian (although I could find no links to the state or national LP) and setting forth strongly libertarian positions on a number of issues. Some of the issue statements could be improved with additional detail (e.g. the "Privacy and Security" topic focuses mostly on the "USA Patriot Act" and doesn't mention NSA surveillance or the 4th Amendment) and editing, but I didn't notice anything of concern from a libertarian standpoint.

	Lloyd Princeton's site addresses only three areas of public policy – crime, education, and employment, and the wording is not as unambiguously libertarian. Most of the content on these topics looks good from a libertarian standpoint, but a few points of concern:

• The site lists as his "1st Principle" that, "When people need support, government should provide assistance, not dependency" 
• On employment: "Provide one-time grants to launch apprenticeship programs at public institutions for training and employment." 
• On crime: "Data systems that allow law enforcement agencies to communicate more effectively with district attorneys must be improved..." 
• While advocating for less prosecution of victimless crimes, he states that "...mandatory sentences for violent crimes may need to be increased." 

	Also, other than at the end of a blog post not readily visible on the site in which he announces his candidacy, I could find no mention of his being a Libertarian or links to LP or other libertarian websites.
