[Lnc-business] updated policy manual

Attached is a new version of the Policy Manual, updated through 06/30/18.

Staff, please post to the website when you get a chance to do so.

For those of you new to the LNC, your required reading list needs to
include both the Bylaws and this Policy Manual.  You don't have to memorize
them, but you should be aware of what subjects are covered so that you know
where to go find the details if the subject comes up later.

The Bylaws are rules the convention delegates have given to the LNC.  The
Policy Manual contains rules that the LNC has adopted for itself.  Under
Robert's Rules, there are various types of rules.  Note that each major
section of the Policy Manual is a different type of rule, and each section
has an intro page that describes the rules in that section and indicates
what is required to adopt new such rules, amend, delete, etc.  The
footnotes in this document (mostly from the Special Rules of Order section)
often explain why that rule is there by noting what the default would
otherwise be under Roberts' Rules if our rule didn't exist.  If you propose
to change something with a footnote, make sure you look to understand the
potential implications.
