[Lnc-business] Updated Policy Manual

[Caryn Ann Harlos]

Attached is a new version of the Policy Manual updated 8/1/18
incorporating the changes passed via email ballot 2018-18.  Staff,
please post to the website.


Note:  I had alerted Ms. Mattson to a formatting error in the prior
version on page 23 (a mistaken hard return after "racial or sexual"
and before "epithets") - in double-checking the manual, I see this was
not corrected so I took care of that as well.
