[Lnc-business] Email Ballot 2018-11: ACKNOWLEDGE ELECTION OF JC

A reluctance to consult with a parliamentarian on a parliamentary issue is
quite baffling.  Parliamentary questions are not settled by popular vote.
That is certainly part of the equation but just like medical opinions are
not only patient perceptions but professional advice. This is a similar
question.
