[Lnc-business] Seeking co-sponsors: APPEALS COMMITTEE

This is a bylaws issue not a policy manual issue and is just the LNC once
again this term trying to appoint the guard to the henhouse.  Will oppose
if it gets enough co-sponsors.  If there is to be an Appeals Committee it
should be appointed by the Chairs or some other method that is completely
outside of our control.
