[Lnc-business] Seeking co-sponsors: APPEALS COMMITTEE

It is still always somewhat in our control in that convention business is
our job.  I do not like enshrining failure in our Policy Manual.  I would
rather insure that this never happens again unless it is what the delegates
clearly want.
