[Lnc-business] Seeking co-sponsors: APPEALS COMMITTEE

Joe, I have some language in my head for how to tiptoe through this, but it
will be later today before I can write it down as a proposed alternative.
Can we do some wordsmithing before we ask for cosponsors?
The LNC can delegate powers that it has, but we can't delegate powers it
doesn't have. We can delegate to a Not-A-Judicial-Committee Committee the
power to overturn LNC decisions. We can't give that committee the power to
overturn something the 2020 convention might do, though a properly elected
JC would be able to do that.
Also, I wouldn't make this a fixture in the policy manual, as it is likely
only going to be needed for this one term, thus a special committee would
be more appropriate.
