[Lnc-business] Seeking co-sponsors: APPEALS COMMITTEE

I totally agree with Alicia on those particular points. I was going to put
out a request for sponsors today on a mail ballot to delegates but would
like to see how this can be done this way if it has more support. I would
like to be included in the discussion.
