[Lnc-business] Email Ballot 2018-13: INDEPENDENT AUDIT OF JC RESULTS

I vote no. The urgency of this has now dissipated given our decision not 
to recognize the top 7 from the Judicial Committee ballot.

I do support an effort to identify specific and systemic errors and 
determine how they are affected by our voting method and balloting, 
tabulation, and verification processes. I'm not convinced auditing just 
one or two of the races will give us as full a picture as an 
election-wide audit.
