Clarity on this, as I read it, is simple:
Keep the ballot thread clean, just votes.
Have a separate thread that has debates on the motion.
So
I vote yes/no/abstain because [insert reasoning] would be a no go. But
if a separate thread were addressing the discussion, it would work just
fine.
So just as we title the ballot that it is an electronic ballot, we have
a similar styling for debate on the issue.
