[Lnc-business] Policy Manual 1.04 -Email Ballots

I believe we may have been doing something incorrectly as per our
special rules.  Specifically:

Section 1.04 ELECTRONIC MAIL BALLOT PROCEDURES

1) Electronic Mail Ballots 30 Electronic mail ballots shall not
include an accompanying argument for or against passage of the motion.
Notification of an electronic mail ballot shall be made by the
Secretary by electronic mail. An LNC Member may change his or her vote
on an electronic mail ballot, provided that the change is received by
the Secretary by the deadline for return of ballots.

Because when I was first elected debate was permitted in the threads I
always interpreted this to mean that the ballot, i.e. the post by the
Secretary, should not include any argument.  But I see that in the
past, this was not the case but was interpreted to mean no debate at
all by anyone.

I think we need clarity on this.

Personally - I am opposed to not having debate on the email thread - I
think it provides better results, but I think we may be violating our
rules and that we either need to cease allowing debate or modify our
Policy Manual.
