[Lnc-business] Proposed budget change

My take on the "one budget area" is that the EC can shuffle between the
subcategories underneath a top-level budget line, but not between the
top-level budget lines. Otherwise, what is the "one budget area" language
which creates a constraint? It would just say "within the budget", but not
say "one budget area". That phrasing to me indicates that only a
subsection is authorized for shuffling.
Once we're shifting between top-level lines, it's a shift in the
prioritization of fundamental activities, so I think the LNC needs to
authorize that.
