[Lnc-business] Proposed budget change

Sam, I'll favor whatever is quickest.  (Note: I did read Alicia's reply,
and it may be an LNC vote.)

Also, can you tell me what the "VR" stands for in the '70-Ballot Access
VR & Related Exp', line?   (My brain says 'virtual reality', but I'm
sure that's not right.  haha)
