[Lnc-business] Email Ballot 2018-19: AGREE TO "JC" DECISIONS

It says as per Bylaws. If the 2020 delegates amend the bylaws to elect
then their term is over.
If not then it’s 2022. There is an expiration date in the motion - the
bylaws.
