[Lnc-business] AMEND POLICY MANUAL - Request for co-sponsors

I assume Richard and Justin are fine with the correction since you
both did participate on the prior thread where I floated language
suggestions (see
http://hq.lp.org/pipermail/lnc-business/2018/014566.html)  - but can
you both confirm?
