[Lnc-business] Committee Applications

It's not a requirement to be a member of LP national to be a delegate to 
LP national convention. With that in mind, I personally wouldn't rule 
out an LP member for a committee if they're only a member of their state 
affiliate.  If that's a criteria of others on this board, then sure, 
it's worth mentioning that *some* LNC members may use that as a deciding 
factor.

I'd already planned on passing onto state leadership in Region 3, info 
on any applicants in the affiliated states in my region.  I'll handle 
that.
