On January 6, we had an electronic meeting to address agenda items not
completed during the December meeting in Alexandria.

One of those agenda items was a motion from Mr. O'Donnell to create an
Executive Search Committee for the task.  I generally remember what I said
in debate on that motion.  I pointed out that the chair has told us he
intends to use the EPCC to assist with the process, and given the
experience and skills of the people we appointed to the EPCC, I saw no need
to create some other committee when I'm satisfied with the current plan.  I
believe other people made similar arguments.

After the debate, the O'Donnell motion was amended with an 11-2 vote to
remove the entire first paragraph regarding creation of a new committee.
The remnant of that motion was adopted and identified in the secretary's
motion charts as [190106-5].

So perhaps the LNC didn't adopt a motion to say, "We hereby declare that
the EPCC shall do this task," but we did adopt an amendment to a main
motion to reject an alternative alternative with the full understanding
that it meant the chair's original plan would be used, and the EPCC would
instead do that task.
