Alternates cannot be full members of the LNC in the same way that primary reps are, because in the presence of the primary, the alternate does not have voting rights. The alternate only serves in the same way if the primary is absent. That's the whole point.

I think the point being raised by Mr Lyons is that while we historically have not held Alternates to this obligation, this LNC also passed a policy manual amendment that declared Alternares to be full members of the LNC, where as previously that status was undefined. Given the changes we made to that provision, does this one regarding absence from meetings also now apply to Alternates?
