Sam,

Because if it goes to a vote, we only discuss it for a week while voting
then we are done with it instead of it sitting half on the table for an
indefinite period of time. I'd rather not let something be discussed to no
end for weeks on end. This is another reason why I cosponsor just about
every proposal. My vote is undecided and I would use the week to see
arguments from both sides, voting near the end of the period, similar to in
person motions and debate. There are those among us who will not offer any
input until it is an issue that we are voting on because they see the back
and forth banter as annoying and criticize people for sharing their
opinions and debating over email with no sign of action forthcoming.

Forcing a vote allows possible action to occur, encourages debate and
decision making, gets a clear stance on where everyone falls, and reduces
emails.
