Richard,
I disagree. Sponsoring every motion that one random person ask the LNC
to pass encourages others to do the same which take up an inordinate
amount of time. If a proposal does not attract enough co-sponsors the
discussion is usually brief and it goes away. Most people outside the
LNC have no idea of what we can/cannot do and don't know how to properly
word proposals anyway.
Those who don't participate in discussions of every idea that comes
before us most likely have their own opinions and don't participate
because they see no reason to do so.
