The email accompanying version 3 of the March minutes indicated that it had
incorporated all of the input received. After taking the time to review
again, this is not the case. There are still several issues with the
secretary's report, issues which I have noted more than once previously,
yet they persist here in the latest version.
The body of version 4 of the secretary's report still retains all the
errors I noted in version 1 of the report, though the appendices have
addressed some of my comments from versions 2 and 3 of the report. The
following issues still remain:
1) In “Status of Minutes Since Last Report” the date on the first set of
minutes listed should be December 1-2, rather than December 9-10.
2) Under “Motions” the first motion listed is, “Move to approve the draft
minutes, version 7, for the December 1-2, 2018 LNC meeting.” The version
number should be 8, rather than 7, as version 7 had not yet incorporated
particular changes requested by Mr. Bishop-Henchman.
3) Under “Motions” the second motion listed is, “Move to approve the draft
minutes, version 1, for the January 6, 2019 LNC special meeting.” The
previous page reports that the January 6 minutes had already been
approved. It should instead be a motion for approval of the February 19,
2019 ExComm minutes.
4) Under “Committee Membership Changes Since December Meeting”, for
version 1 of the report I noted that shortly after you sent the first
version of the secretary’s report but before the meeting occurred, the
chair sent an email informing us of his appointments to IT Committee. This
detail could be updated, and the issue could be removed from “Committee
Appointments Remaining” section. You did that in version 2 of the
secretary’s report, but versions 3 and 4 of the report reverted back to the
original text.
5) On the MSC OpaVote result tables, the table footer incorrectly lists
John Phillips as a person who did not post his ballot to the email list,
but he did post it to our email list, and his votes are listed in that
table.
6) On version 2 of the secretary’s report, I noted that the CVPC table in
Appendix B shows that Mr. Smith’s ballot ranked two candidates (Lazerow and
Robinson) both as #9. Robinson should be #8, and Lazerow should be #9. I
THINK this is fixed, but because of the pixelated graphics it is very
difficult to tell for sure because "8" and "9" look a lot alike.
7) On version 2 of the secretary’s report, I noted that from RONR p. 427,
in preferential voting, “The tellers' report consists of a table listing
all candidates or propositions, with the number of ballots that were in
each pile after each successive distribution.” Data from tellers’ reports
are entered in the minutes. The appendices to the secretary’s report show
tables of our rankings of the candidates, but not the vote allocations for
each round in the OpaVote process.
In this version of the minutes, I see that footnote 4 has been added on p.
62 to reference RONR p. 427, but the data which p. 427 says should be
included has not actually been included yet. Also, in the notes associated
with those two email ballots, a reference has been added to a 115-page
document of results which it says was not included, but the data that RONR
is talking about is not precisely reported in that 115-page document
anyway. OpaVote generated the data I'm talking about in a spreadsheet
file. Since my requests have so far not resulted in the data being added, I
have taken that OpaVote spreadsheet, reformatted a bit, and trimmed out all
the candidates with zero vote totals so that the resulting data is small
enough to easily add to the minutes with only a little reformatting needed
to make it more visually appealing. See the two attached files, showing
the vote totals in each round for both the CVPC and MSC email ballot
elections via OpaVote. This is what RONR was saying should be included in
the minutes - the number of ballots that were in each pile after each
successive distribution.
