[Lnc-business] Resolution supporting Dream and Promise Act - request for co-sponsors

As Caryn Ann pointed out and we all discussed at the time, this was an
agenda item from our last meeting so I would hardly consider us attempting
to wrap up a previous agenda item as a waste of time.
To not resolve this discussion would be to guarantee that I never vote to
push anything from a meeting to discuss by email ever again. Count on some
long(er) meetings going forward if this becomes a way for items of
discussion to be avoided all together by feigning discussion to email
without actual intention to do so.
Alternatively, I would cosponsor an e-meeting if that is the preference of
the body to handle such things. Something tells me that most would prefer
email instead.
