[Lnc-business] Resolution supporting Dream and Promise Act - request for co-sponsors

Before I ever agree to put anything to email ballot again I will insist on
it being sponsored then and there. When a person agrees to shorten a
meeting, it is absolutely discourteous to not sponsor to at least get a
vote heard. No one needs to discuss but to agree to send to email ballot
and then call having said email ballot is a waste of time is a crappy thing
to do.
