[Lnc-business] Resolution supporting Dream and Promise Act - request for co-sponsors

Couldn't Nick just make this an email ballot himself, as that does seem 
the appropriate thing to do considering it was removed from the agenda 
at the last meeting in order to save time, with the idea that it would 
be handled via email ballot...  On the other hand, if it can't get 
enough co-sponsors, how likely is it to pass?
