I, at least, am not dismissive of the point you raised. I took the time 
to re-read what Dan's email said. I went and pulled the plank that you 
said was violated by asking state chairs if they are holding primaries. 
Not quite 20 emails were exchanged on the topic, and I read them all. 
Ultimately I wasn't persuaded, and said so.

Mr. Perry addressed his question to Mr. Olsen, but I'll just say I've 
seen states hold primary elections before without his listed parade of 
horribles coming to pass. So, disagreeing with Ms. Harlos, I do not 
think Mr. Perry is correct when he says all things may happen if states 
hold primaries.

The only point I'll flag is Mr. Perry and I may have a definitional 
difference over "ridiculously high standards" for presidential 
candidates. The Democrats for instance, to participate in their first 
debate, required either (1) at least 1% support in three polls either 
nationally or in IA/NH/NV/SC, or (2) donations from 65,000 unique 
donors, including at least 200 donors in 20 states each. That's a very 
low threshold for the Democrats - they've since raised the bar 
considerably for subsequent debates - but I would argue would be a 
ridiculously high standard for us. However, filing FEC reports showing 
active fundraising, getting media coverage, having more than a skeleton 
staff, having a website, and ultimately having some demonstrated support 
from the delegates who will make the nomination decision - those I 
wouldn't consider ridiculously high.

In fact, I would benefit from any tried-and-true criteria that anyone is 
aware of, for DC's presidential preference thing we're starting to plan.
