[Lnc-business] LPIN member omitted from the Bylaws Committee Ballot

Also, the Credentials application batch has applications which aren't on 
the Credential application list.  Some look to be Platform applications.

I'll go through the Credentials and Platform committee batches and 
contact any of the Region 3 applicants to make sure they're in the 
correct remaining committee batches.

Meanwhile, I hope to hear from the Chair on the issue of the omitted 
applicant on the Bylaws ballot.
