[Lnc-business] Revised Proposed Agenda for November 16-17, 2019 LNC Meeting

The agenda says 790 minutes and that's over 13 hours.
I agree with John's suggestions.
I'll add that 5 minutes for the 'Selection of February LNC Meeting
Location', could be removed. We can do that through an email vote.
(Save 5 min)
Also, the Regional Reports can probably be agreed upon to be removed.
Regional Reports are there for the reading, and our added commentary
isn't necessary. (Save 40 min)
John's suggestions would cut 40 min, and mine could cut another 45, for
a total of 85 minutes.
If we agree on time saving now, it saves us time at the meeting, of
discussing how to save time. : )
