Not sure why you're portraying it this way, as though I'm stepping on a
secretarial duty, rather than you stepping into a personal project that
I've done for years.
1) There is nothing which tasks an LNC secretary with doing such a
project. The rules only task the secretary with producing and distributing
the delegate allocations, and you have completed that.
2) Besides the years that I was a party officer, I also produced this
manual for the 2014 convention, when I was not even an LNC member.
3) Last term, during (probably during the secretary's report of) an LNC
meeting, you thought the LNC should order me to not recommend wording for a
regional agreement. You argued that it was the LNC exerting improper
influence over the states/regions. I noted that it was a personal project
containing my recommendation, not an official duty directed by the LNC or
the rules, and pointed out that I specifically say in the manual that
regions are not required to use that agreement, or any agreement at all.
The discussion resulted in a general understanding that it was my personal
project, thus you didn't ultimately make a motion to ask the LNC to make
directives about it.
By the way, your Regional Formation document incorrectly describes that
agreement language as something that the LNC has recommended, but that's
not correct, as was previously discussed in the situation I noted above.
Though you previously thought it was improper meddling for me to recommend
agreement language, the Regional Formation document you produced not only
includes the one I normally recommend but another sample agreement as well.
4) When at the beginning of this term you asked to take over production of
this document, and I reminded you (I believe in September 2018) that it was
a personal project and that I planned to continue my habit of producing
this manual for the 2020 convention. This is hardly news to you. If you
produce something containing other advice, perhaps another document name
would be a good idea to avoid confusion with the one I have already
distributed for 2020.
