[Lnc-business] previous notice - the policy manual project

The attached file is the same list of items that I sent for previous notice
two weeks ago.  The only change is that all but one of the items in the
second section (for non-substantive alternate/new proposals) have been
determined to be items on which we agree, so they're now merged into the
top section.  Those items can be spotted easily in the top section because
they have (ALT) or (NEW) in front of them or.  ALT just means it's a slight
variant on what Ms. Harlos originally proposed.  NEW is something that was
not in her original list.  Regardless, they are now agreed upon items with
one exception which is still listed in the second section.

Remember these are page/line indexed to a prior policy manual, rather than
the current one.
