I agree with Tim. An officer does not lose their voice to advocate for
issues just because they become an officer. Caryn Ann, is well known for
advocating for all sorts of issues that are important to her while acting
as Secretary. I feel the chair has the freedom to do the same.

At a meeting there is an expectation of conducting with impartiality. The
two settings are distinct.
