[Lnc-business] Appeal the ruling of the chair

I just had an exchange with the Chair in the meeting on this topic. He
specifically said "Mr. Hagan is mostly correct" and that while
agreements had to be made by yesterday, the deadline to get paperwork
into the Secretary is not until close of convention "so let's get it
in."
The Secretary said she is continuing to accept paperwork.
