[Lnc-business] Removal of Convention Oversight Committee Chair

I would like to remind the Chair that he can only select a new non LNC 
member of the COC based on the recommendation of the COC.  The COC has 
not met to discuss any possible replacement for Mr. Hayes so any 
appointment the Chair might make would be null and void per page 16 of 
the LNC Policy Manual.
